The Requirement
On April 26, 2024, with AC 21-58, the Federal Aviation Administration (FAA) published the requirements for safety management systems which requires Part 135 (charter and commuter operators) to implement SMS..
The Program
Part 135 Operators shall create their own own SMS by no later than May 2027, and this SMS will encompass an internal reporting system similar to NASA, and involve ERC made up of both management and the FAA.
The Reporting
Similar to the NASA reporting system which allows pilots to self report events that were unsafe or outside the rules and regulations, every Part 135 Operator will have their own internal ASAP (Aviation Safety Action Program).
FAA SMS Part 135 Compliance
To comply with the FAA’s mandatory Safety Management System (SMS) for Part 135 operators, aviation companies should focus on several key actions. First, they need to develop a comprehensive plan for SMS integration that aligns with the FAA’s guidelines. This plan should outline the stages of implementation, including safety policy and commitment, risk management, safety assurance, and safety promotion strategies.
Second, conducting a thorough evaluation of existing safety processes and identifying gaps between current practices and SMS requirements is essential. This analysis will inform the development of necessary improvements or new safety protocols.
Third, investing in robust training programs for all employees is crucial. This emphasizes the importance of SMS and their role in its successful execution. A well-informed team is essential for fostering a safety-first culture.
Finally, considering partnering with SMS industry leaders for guidance and support can be beneficial. These specialists can provide the necessary expertise to navigate the complexities of SMS implementation.
Operators should also start planning their SMS implementation strategy promptly to ensure compliance and to maximize safety benefits. For additional guidance, visiting the FAA’s official website or contacting the local FAA office is recommended.
